Fairlington Citizens Association Executive Board 2026

The FCA Executive Board consists of the president, vice president, secretary, treasurer, and five directors. Board Members are elected at the Annual Meeting in December and hold office for a term of one year or until their successors are elected. There are two vacancies for 2026.

President: Jennifer Davies

Jennifer Davies is very excited to be FCA President for a second year. A Fairlington resident for 15+ years, she has been active in  neighborhood activities. Jennifer served on the pool committee of the Fairlington Villages Condominium Association and most recently acted as co-President of the Abingdon PTA for two years. She is a strong believer in community engagement and has seen the benefits of local advocacy, especially the renovation and expansion of Abingdon. Born and raised in Montreal, Canada, Jennifer moved to the D.C. area to pursue graduate studies at Georgetown University. She is married to Edward Beck and mother to two active children. Vice President: Julie Butler

A Northern Virginia native, Julie Butler was born just down the hill in The Arlington condos and has been a Mews resident since 2016. She completed her graduate studies at the Savannah College of Art and Design and is now an architectural historian working for a historic restoration contractor. Her passion for historic buildings and their continued preservation thrives in our beautiful historic district. She was the Co-Chair of the 2019 Fairlington Home and Garden tour. She enjoys spending time with her two young daughters and husband as they explore our community and (ambitiously) the rest of the world. Julie is an avid home chef and enthusiastic DIY-er. Secretary: Jennifer Clardy Chalmers

While not quite a native, Jennifer Clardy Chalmers has had strong ties to Arlington her entire life and graduated from Washington-Lee High School.  Jennifer and her husband have lived in Fairlington Villages since 2009. They have one child, one dog, two cats and can often be found outside, no matter the season. She works in public diplomacy for the German Embassy. Email Jennifer: secretary at fca-fairlington.org.


Treasurer: F. E. Scudder Wagg 

F. E. Scudder Wagg is a transportation expert who has lived in Fairlington since 2018, Wagg and his wife “really loved the peaceful feel of Fairlington but also how easy it was to reach lots of places easily. As someone who works on sustainable
transportation issues, I’m thankful that I can live in a place where walking, biking, and transit are real and relatively easy options.” Email Scudder: treasurer at fca-fairlington.org.


Director: Tom Keith

Tom Keith was born in D.C. and has lived in the area his entire life. He moved to the Meadows nearly two years ago with his fiancé Theresa, who is a school counselor with APS. Tom works as a real estate agent at Washington Fine Properties in Potomac, Maryland. He graduated with a degree in public relations and political science from Quinnipiac University. In his free time, he enjoys concerts, movies, trying new restaurants, playing guitar, and writing songs. He hopes joining the FCA Board will provide a more active role in the neighborhood and a chance to give back to the community.


Director: Elizabeth Lyons

Elizabeth (Lizzie) Lyons has lived in Fairlington since moving to Arlington from the Boston area in 1991. Elizabeth spent much of her 26-year career as a special event coordinator at a small Federal agency, before retiring last year. Both of her children attended Abingdon Elementary School, where she was an active member of the PTA and a Girl Scout troop leader. Elizabeth is currently serving on the executive board of the Wakefield Athletic Boosters as special events co-chair. A lifelong animal lover, she and her late husband met while volunteering at the National Zoo. She now has a zoo of her own, consisting of a dog, four cats, and two Guinea pigs.


Director: Berkeley Teate

Born and raised in Atlanta, Berkeley Teate has lived in Northern Virginia for almost a decade, working in state and local government and legislative advocacy. Berkeley, her husband Patrick, baby, and Fur Fam (Maggie Moo and Ollie), are new to Fairlington in 2025. She currently serves as the Strategic Communications Manager for the City of Alexandria, where she oversees civic communications and community engagement for more than 165,000 Alexandrians, as well as businesses and the greater community.
